Here's how to make it

Slice the Jalapeños into rings. Put the sugar and water in a pan and bring it to a boil. Stir well until the sugar is dissolved. Take the pan off the heat, add the jalapeño rings to the sugar water, and let it cool and infuse for at least 1 hour.

Dip the rims of the glasses into the jalapeño sugar water, then into the chili flakes, to get a cool decorative effect.

Squeeze 2 limes and cut the third into wedges. Divide the lime juice, lime wedges, and mint leaves among the glasses and muddle them with a small muddler to really get all those flavors out. If you don't have a muddler, no worries! You can use a small spoon, or just rub the mint leaves between your hands and stir everything really well.

Add a tablespoon of jalapeño syrup to each glass. Pour the rum and mineral water into the glasses, then top with ice cubes. Serve with a muddler or spoon, and your drinks are good to go! For an extra spicy kick, toss in some jalapeño rings. Cheers!
